WE ARE HIRING: Director of Quality and Strategic Outcomes

SUMMARY

The Director of Quality and Strategic Outcomes provides strategic, operational, and thought leadership to support the mission of Gosnold, Inc. The Director supports the agency’s mission by working collaboratively with executive and senior leadership, as well as with Program Management and other Support Staff within the organization. The Director articulates and promotes a common sense of purpose among stakeholders to design and execute comprehensive Quality Management and Performance Improvement systems, and works with key leaders to strategically leverage quality outcomes into new or enhanced programming. The Director leads organizational processes to assure the following:

-Exemplary organizational clinical risk management practice;

-Regulatory, contractual, and accrediting compliance related to service/program design and implementation;

-Design, implementation, and monitoring activities related to quality and safety of services offered by the organization;

-Development, implementation, monitoring, and review of agency policies, procedures, and practices;

-Measurement cycles to assess and improve the following:

Clinical practice;

Program quality and outcomes;

Stakeholder satisfaction; and

Resolution of problem-prone or vulnerable organizational services/programs/practices.

-Organizational data systems to strengthen existing services or develop new services.

A key partner to Executive, Senior, and Program management, the Director prioritizes communications and requests of staff, fosters and facilitates steady communication, and offers exceptional customer service and support to all Gosnold programs. The Director is responsible to provide information and educate agency staff regarding legal, regulatory, and accrediting mandates the organization must integrate into policy, practice, and training. As a department head, the Director cultivates a competent and qualified team of Quality Management professionals.

The Director directs key quality management functions of the organization in accordance with the policies and practices of the Agency, the ethical and social consciences of business and society, and the laws, regulations and administrative rulings of governmental organizations and other regulatory and advisory authorities and organizations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

-Key informant to CEO, VP Operations and Strategic Partnerships, Senior Management, and Program Management on laws, regulations, standards, specifications, and guidance(s) related to the organization’s programs and services;

-Designs the agency’s overarching Quality Management system in conjunction with Executive and Senior Management. Plans, develops, organizes, executes, evaluates, and re-evaluates the organization’s Quality Management and Performance Improvement Plan (QMPI Plan).

-Guides, supports, and educates agency staff to lead quality improvement initiatives across the agency. Promotes culture of accountability to achieve goals as reflected by metrics outlined in the agency’s QMPI and Strategic Plans. QMPI and Strategic Plans encompass, but are not limited to, the following key organizational development domains:

Program/Service Fidelity and Quality

Quality of the Environment of Care

Risk Management

Documentation/Utilization Review

Outcome, Satisfaction, Performance Improvement, and Training measurement

-Response to and resolution of grievances related to programs, services, and/or staffing. Facilitates investigations and root cause analyses.

-Policy Development and Implementation

-Infrastructure development (i.e., policies, procedures, processes) to support agency growth.

-Engages data-rich improvement cycles that apply PLAN-DO-STUDY-ACT[PDSA] or DEFINE-ANALYZE-IMPROVE-CONTROL [DAIC] or other quality management approach determined in conjunction with VP of Operations and Strategic Partnerships.

-Communicates with and responds to external regulatory and accrediting constituencies, directly or through reporting relationships, in matters related to licensing, accreditation, compliance, and program quality.

GENERAL ACCOUNTABILITIES:

-Consistently assesses and improves agency programs, policies, practices and processes associated with meeting the strategic and operational goals of the organization.

-Leads direct reports and indirect reports. Establishes clear objectives, coaches, and advises employees. Works with staff to meet agency goals articulated within the Quality Management and Performance Improvement Plan.

-Designs, executes, and/or oversees all quality management data management processes. Uses data regularly to inform organizational practice.

-Designs, executes, and oversees quality management communication systems related to licensing, accreditation, and other external review processes.

-Supports executive/senior management, quality management, and regulatory compliance staff to prepare for licensing, re-accreditation, and/or other external reviews. Sets in motion ongoing and proactive (decentralized) processes to assure adequate program preparation for external review.

-Participates as instrumental member of start-up team for all new business development. Through supervision of direct reports, coordinates all Quality Management functions for new business/start up initiatives. Works with operational leaders during start up to ensure legal, regulatory, and accrediting compliance.

-Provides leadership and consulting support to Executive, Senior, and Program Management staff on the following matters:

Laws, regulations, contract obligations, specifications, and guidances related to service/organizational improvement;

-Quality Management and Performance Improvement goals with measureable objectives and outcomes;

-Policies, procedures, practices;

-Strategic and operational objectives

PREFERRED QUALIFICATIONS:

-To perform this job successfully, an individual must strongly reflect the following characteristics:

-Collaborative orientation with CEO, VP Operations, Executive, Senior, and Program Management;

-Exceptional verbal and written communication skills;

-Strong data analysis skills, including proficiency with EXCEL, SPSS, SAS, or other statistical software;

-Proclivity toward self-education, especially related to new laws, regulations, and industry trends;

-Able to exercise autonomous, professional discretion and judgment in the performance of essential job functions and duties: works through supervisory process but does not require or rely upon close supervisory oversight;

-Process and solution-oriented: able to creatively construe potential solutions to complex problems, as well as lead others in problem-solving activity.

EDUCATION and/or EXPERIENCE

-Minimum of Masters’ degree or equivalent;

-Minimum five years’ related experience at senior management level;

-Strong experience in the following quality management domains:

Licensing and Accreditation

Risk Management

Environment of Care/Client Safety

Process and Outcome Measurement/Data Analysis and Reporting

Policy Development and Training

Performance Improvement (cycle of improvement)
